What is the CJMTK?

The Commercial Joint Mapping Toolkit (CJMTK) replaces JMTK with Commercial off-the-shelf (COTS) components that provide the same functionality as the JMTK with additional capabilities. The CJMTK is based on a single scalable open architecture, with open development environments, incorporating industry standards. Significant R&D costs are borne mainly by vendors, offering regular software upgrades, extended functionality, and standard, regular training. The primary commercial component of CJMTK is the Environmental Systems Research Institute (ESRI), Inc. Geographic Information System (GIS) software called ArcGIS. CJMTK can be viewed as the adoption of the ArcGIS platform (specifically, ArcGIS Engine) as the standard geospatial exploitation tool for DoD Command, Control, and Intelligence (C2I) systems.

Who is eligible to use the CJMTK?

The primary users of the CJMTK are US DoD C2I programs. These programs, once approved, may use the CJMTK under the Toolkit licensing option. The Toolkit Option provides unlimited license use for approved C2I mission applications. NGA fully funds this option, providing the licenses and life cycle support for the CJMTK Approved Community.

Non-C2I DoD programs may use the CJMTK under the Extended User Community (EUC) licensing option. This option provides for a full range of geospatial processing and visualization applications for those DoD users external to the CJMTK Toolkit option Approved Community. Under this option, NGA provides the contract vehicle for user acquisition of the software. The EUC program is responsible for the funding.

Programs outside the DoD may be eligible to use the CJMTK under the Foreign Military Sales (FMS) licensing option. This option provides either the toolkit for allied COE-like Mission Applications (i.e. as in the Toolkit licensing option) or full-up applications (as in the EUC Licensing Option) to authorized FMS users. In this option, NGA provides only the contract vehicle. FMS certification and funding are the responsibility of the sponsoring organization.

For all three options, integration of the toolkit or applications within a program is the responsibility of the program.

How is the CJMTK distributed?

The CJMTK is distributed via the CJMTK website, http://www.cjmtk.com. Distribution is restricted to individuals designated by mission application program managers of CJMTK Approved Community programs.

What software is included with the CJMTK?

The following ESRI products are included in CJMTK:

Windows:

  • ArcGIS Engine w/Spatial, 3D, and Geodatabase Update Extensions as well as MOLE and Military Analyst Engine Components
  • ArcGIS Engine Developer Kit
  • ArcIMS
  • Map Objects Java Edition (MOJE)
  • ArcGIS Server (Advanced Enterprise Level) with ArcSDE
  • CJMTK Enhancements
  • ArcGIS Desktop* (ArcEditor Level) with Spatial Analyst, and 3D Analyst

* ArcGIS Desktop Application Frameworks (e.g. ArcMap, ArcCatalog, etc.) are provided as an additional development option for Windows developers, but must be used as an embedded component of a large mission application, rather than out-of-the-box.

Solaris/Linux:

What capabilities are included in the CJMTK enhancements?

The ESRI commercial off-the-shelf (COTS) software meets 95% of the requirements of CJMTK out of the box. The remaining requirements are met by the CJMTK enhancements. The CJMTK enhancements extend the capabilities of the ArcGIS engine. These enhancements have been developed as COM objects to follow the same structure as ESRI’s ArcObjects. Capabilities include:

  • Geometry Enhancements: Adds graphic capabilities to ArcGIS which are geographically referenced to the projection of the map. 
  • Cross Country Mobility Enhancement: Includes objects that encapsulate the government-provided NATO Reference Mobility Model II (NRMMII)
  • GeoTrans: A COM wrapper places around the GeoTrans GOTS library
  • GeoSym: Adds an additional renderer for use with VPF data sets
  • Metadata Importer: Adds the capability to read metadata from NGA products 
  • Analytical Graphics, Inc (AGI) Sensor Models: Incorporates a set of objects that model the relationship between vehicles and sensors.
  • Magnetic Declination Library: Provides magnetic declination calculation and related functionality.
  • Enhanced Line-of-Sight: An API that allows for the inclusion of vector feature data in Line-of-Sight calculations.
  • ENC Import: An Electronic Navigational Chart (ENC) data import library.
  • MGRS Grid: An MGRS grid rendering library.

What is the segmentation schedule?

The segmentation schedule is primarily driven by new releases of ESRI software. Once ESRI has a new software release, it is scheduled for review and segmentation for CJMTK. In general, the time between ESRI software release and the beginning of the segmentation effort for that release varies on workload and priorities. Once a new software release has started the segmentation process, it generally takes anywhere from 2 to 4 weeks before the segment is completed, tested, approved, and available for download.

The software segmentation schedule is briefed at the monthly ESG meetings; therefore the segmentation schedule can be obtained from your ESG representative.

What documentation is provided for the CJMTK?

Commercial documentation is supplemented with CJMTK specific Installation Procedures and a Software Version Description document (hardware requirements, memory and RAM specifications, etc.). Registered users may access documentation for CJMTK segments from the Document Manager area of the CJMTK web site.

Documentation such as technical papers, white papers, and product documentation, is also available from ESRI:

On what platforms is the CJMTK supported?

Can the CJMTK be used on a non-COE machine?

Yes.
With Version 9.1, although CJMTK software is provided as COE segments, there are installation procedures that allow installation on non-COE machines. Non-COE platforms with CJMTK installed would be using the recommended geospatial exploitation tool standard and would enjoy the same interoperability (at least in terms of geospatial exploitation tools) share by COE users.

With Versions 9.2 and 9.3, segments install seamlessly on COE as well as non-COE.

What type of training is provided?

ESRI COTS training for toolkit components is commercially available at various sites throughout the country. This training is the responsibility of the individual mission applications; it is not funded through the CJMTK contract. What are the restrictions on using the CJMTK?

Both permitted and non-permitted use of CJMTK is defined in the CJMTK License Agreement under Attachment 1, ARTICLE 4 - SCOPE OF USE. The CJMTK License Agreement is available to Registered Users on the CJMTK web site.

What costs are associated with use of the CJMTK?

If a C2I program is approved for the toolkit licensing option, CJMTK can be deployed throughout the COE/NCES for embedded mission applications at no charge. C2I programs that are not approved (do not meet this criteria), or for non-C2I programs, CJMTK may be available for a cost under either the EUC or FMS licensing options.

In what language is the CJMTK written?

The COTS products within CJMTK are written predominantly in C++. The ArcObjects are in COM. MOJE is in Java. The GOTS components are written in C++ and COM.

For Mission Application development, any COM compliant language for Windows can be used, and C, C++, or Java may be used for Solaris and Linux.

How do I register for access to the CJMTK web site?

Users may submit a registration request form located on the CJMTK web site. Go to the CJMTK home page at

How does a system apply for the CJMTK Software?

Programs may request approval for CJMTK software for their system. In order to apply for CJMTK software, the individual making the request:

  • Must have an approved website access account
  • Must have an e-mail address with a .mil or .gov extension
  • Must be a designated government sponsor

Submitting an application does not guarantee that a system will be approved for CJMTK software.

How do I register for software download access?

A user who has an approved CJMTK website access account and is working with an approved system may access CJMTK software. Users should have their system’s Government sponsor contact the appropriate Engineering Support Group (ESG) representative or CJMTK to request software download access. Note that not all users working on an approved system will be granted software download access.

How do I report software problems?

Registered users may log into the CJMTK web site and submit trouble tickets through the Help Desk page. Once a user logs in to the CJMTK web site, they can click on the “Help Desk” link to access the Help Desk page. From this page, users can search the User Forum for solutions to their problems. If no solution is found, they can then create a new trouble ticket by clicking on the “Create New Trouble Ticket” link.

Does the CJMTK interface with Google Earth?

The current version of CJMTK does not support Google Earth's data format (KML) out-of-the-box. However, many ESRI users have created capabilities for interchanging between KML and other GIS formats. Interested parties are encouraged to go to ESRI's Support Site http://support.esri.com and search under "KML" for many relevant listings.

With Version 9.2, ArcGIS Server (part of CJMTK) offers the ability to publish GIS data in a format that can be consumed by Keyhole Markup Language (KML) clients including Google Earth. For more information, go to:

With Version 9.2, an enhancement was added to ArcGIS Server called the Globe Server (included with CJMTK), which will enable users to stream 3D visualizations over the web, which can be consumed by other CJMTK clients using ArcGlobe, the Globe Control, ArcReader, or the Reader Control, as well as a new free client called ArcGIS Explorer. ArcGIS Explorer is a geospatial information viewer that offers a free, fast, and easy-to-use way to view geographic information, while performing queries and analysis on the underlying data through the use of web services, which can also be stood up by ArcGIS Server. ArcGIS Explorer can consume and fuse your local data with services from ArcGIS Server's Globe Server, ArcIMS, OGC WMS, and ArcWeb Services.

Has the CJMTK received security accreditation?

The CJMTK team has investigated obtaining security accreditation for the toolkit. Discussions with the National Information Assurance Partnership (NIAP) led to the determination that the CJMTK is not an Information Assurance product or an Information Assurance Enabled product and therefore does not fall under the purview of NIAP. Discussions with a DISA Joint Interoperability Test Command (JITC) representative determined that since the CJMTK is not a deployable mission application, it is not possible to obtain security accreditation for it. There are, however, mission applications which have incorporated the CJMTK components into their systems and obtained certification by DITSCAP or other security accreditation processes. Examples of DITSCAP certified systems include DGINet – a DIA program used at DIA, NGIC, MCIA, NSA, PACOM, EUCOM, and many other sites; and Combat Terrain Information Systems (CTIS).

What is the BTRA-BC?

The BTRA CJMTK Extensions (BCE) project provides the BTRA analysis capabilities to the CJMTK Mission Application development community. The BCE effort provides a mechanism to transition the capabilities from BTRA to programs that can leverage those capabilities and field them to the Warfighter.

BTRA-BC – Battlespace Terrain Reasoning Awareness – Battle Command (BTRA-BC) is a U.S. Army Topographic Engineer Center (TEC) program which performs research and development to create advanced geospatial analysis and processing capabilities, supporting a wide range of missions for the Warfighter.

Users will have to be associated with an approved CJMTK program and have download access in order to download the BCE software. Users will have to “accept” the CJMTK license agreement to enter the Download area – even though it is not directly applicable to the BCE software.
